What is specific to Mersin for a foreign buyer: the official sales figures, the district land registry offices, residence-permit address checks, the coastline, and local property tax.
Foreigners buy in Mersin under the same national rules as anywhere in Türkiye, and Mersin is the third-largest province for sales to foreigners in TÜİK statistics: 1,800 homes in 2025 and 155 in September 2026. Each district, such as Mezitli, Yenişehir or Erdemli, has its own land registry office. Because Mersin is a metropolitan municipality, residential property tax is 0.2 percent of the tax value a year. If you are buying in order to obtain a residence permit, check before you pay, with Göç İdaresi, that a new residence registration is accepted at that exact address.
Mersin, on Türkiye's eastern Mediterranean coast, is one of the provinces where foreigners buy the most homes. This page does not repeat the general process, which is in our step-by-step guide. It covers only what is specific to Mersin, checked against official sources in October 2026. We give no prices, no neighbourhood recommendations and no investment advice.
Mersin in the official figures
The Turkish Statistical Institute (TÜİK) publishes house sales to foreigners every month, broken down by province.
- 2025, full year: 21,534 homes were sold to foreigners in Türkiye. Istanbul was first with 7,989, Antalya second with 7,118 and Mersin third with 1,800.
- September 2026 (bulletin published 16 October 2026): 2,167 homes were sold to foreigners nationwide, 9.9 percent more than in September 2025. Istanbul had 817, Antalya 664 and Mersin 155 (136 a year earlier), again third.
TÜİK also lists buyers by nationality, but only for Türkiye as a whole. In September 2026 the largest groups were citizens of Russia (388), Iraq (166), Germany (162), Iran (159) and Ukraine (158). There is no official breakdown of nationalities per province, so claims about "who buys in Mersin" are not based on published statistics.
Districts and land registry offices
Mersin is a metropolitan municipality (büyükşehir belediyesi). Since Law No. 6360 of 2012, the borders of metropolitan municipalities cover the whole province, which matters for property tax (see below). The province has 13 districts: Akdeniz, Mezitli, Toroslar, Yenişehir (the central districts), Tarsus, Erdemli, Silifke, Anamur, Mut, Gülnar, Bozyazı, Aydıncık and Çamlıyayla.
Each district has its own land registry office (tapu müdürlüğü), for example Mezitli, Yenişehir, Akdeniz, Toroslar, Erdemli, Silifke and Tarsus, and there is a cadastre office for the province. Practical consequences:
- The title deed names the province, district, neighbourhood, block (ada) and parcel. Make sure the district and neighbourhood on the deed match what you were told, because the land registry office, the property tax and the residence check all follow the official address.
- You can apply for the sale through TKGM's Web Tapu service; the land registry office gives the appointment and sends the fee amounts by SMS before signing.
Can foreigners buy at this address?
Under Article 35 of the Land Registry Law, the same three location checks apply in Mersin as everywhere else:
- Military forbidden and security zones. Foreigners cannot buy inside them. TKGM states that military zone information has been entered into the land register in all 81 provinces, so the Mersin office reads it directly from the record.
- Special security zones need the permission of the governor's office (Mersin Valiliği).
- The 10-percent district limit. Land owned by foreign individuals may not exceed 10 percent of a district's privately ownable area. In districts with many foreign owners the land registry checks this when you apply.
We did not find an official public list of Mersin parcels affected by these rules, and we do not publish one. Only the land registry can confirm a specific parcel. Details are in where foreigners can buy.
Residence permits and the address check
The value rule is national
Göç İdaresi's official document list requires a home worth at least 200,000 US dollars (its Turkish lira equivalent on the date of acquisition) for a short-term residence permit based on property, used as your own residence and not rented out. The list shows the same figure for all provinces. Older articles quoting lower, city-specific thresholds are out of date. Full rules: residence permit for property owners.
Check the exact address before you buy
Whether a new residence registration is accepted at a particular address is decided by the migration authority, not by the land registry, which registers the sale without checking this. If a residence permit is the reason for the purchase, do the following before you pay a deposit:
- ask through e-İkamet, the Mersin Provincial Directorate of Migration Management, or the Foreigners Communication Centre YİMER (157 in Türkiye, +90 312 157 11 22 from abroad) whether new registrations are accepted at that exact address;
- remember that for a first application you need a numbering document for the address issued by the municipality where the property is, which in Mersin means the district municipality.
Seafront property and the Coastal Law
Much of Mersin's housing is along the sea, from Mezitli and Yenişehir to Erdemli and Silifke. The Coastal Law (Kıyı Kanunu, No. 3621) applies to every buyer, Turkish or foreign:
- the coast itself is under the authority of the State (Article 5) and open to everyone's use;
- the shore strip (sahil şeridi) is an area at least 100 metres wide measured inland from the shoreline (Article 4), and buildings in it may come no closer than 50 metres to the shoreline.
A plot or building that sits on public coast cannot be privately owned, whatever a seller says. Check the parcel's zoning status with the district municipality and the title record before signing.
Property tax in Mersin
Annual property tax (emlak vergisi) is governed by Law No. 1319. For residences the basic rate is 0.1 percent of the tax value, applied with a 100-percent increase inside metropolitan municipality borders. Because Mersin's metropolitan borders cover the whole province, the rate for a home anywhere in Mersin is 0.2 percent (two per thousand) of its tax value a year. Other buildings and land have different rates.
- The tax is assessed and collected by the municipality where the property is, which in Mersin is the district municipality (for example Mezitli or Yenişehir), not the metropolitan municipality.
- It is paid in two instalments: the first in March, April and May, the second in November.
- Law No. 7566 (Official Gazette, 19 December 2025) limited how much the 2026 tax values could rise compared with 2025.
Earthquake insurance (DASK)
Compulsory earthquake insurance applies to homes in Mersin as in every province. According to DASK, since 5 September 2026 the seller's policy ends on the day the sale is registered, so you must take out a policy in your own name before the transaction, and the land registry checks for it.
Interpreter at the Mersin land registry
If you do not speak Turkish and sign in person, TKGM requires a sworn interpreter authorised by a justice commission. The Mersin justice commission publishes its own interpreter notice every year; its 2026 notice requires applicants to live or work in the province and to take an oath before the commission. If your interpreter is on another province's list, ask the Mersin land registry office in advance whether it will accept them. More in sworn translator at the title deed office.

Frequently asked questions
Can foreigners buy property in Mersin?
Yes, under the same national rules as elsewhere in Türkiye: your nationality must be on the permitted list, the parcel must not be in a military or security zone, and the district's 10-percent foreign-ownership limit must not have been reached. The district land registry office confirms this for each parcel.
How many homes do foreigners buy in Mersin?
According to TÜİK, 1,800 homes in 2025 and 155 in September 2026. In both periods Mersin ranked third among provinces, after Istanbul and Antalya.
Is the residence permit threshold lower in Mersin?
No. Göç İdaresi's document list requires a home worth at least 200,000 US dollars at the date of acquisition, with the same figure for all provinces. Lower city-specific figures are out of date.
How do I check whether I can get a residence permit at a Mersin address?
Ask Göç İdaresi before you buy: through e-İkamet, the Mersin Provincial Directorate of Migration Management or YİMER (157). The land registry does not check this when it registers the sale.
How much is property tax on a flat in Mersin?
0.2 percent of the property's tax value a year, because Mersin is a metropolitan municipality whose borders cover the whole province. It is paid to the district municipality in two instalments.
